This ASTRO Van is a Beached Whale AGAIN?! + BONUS: '14 BMW X5 TwinTurbo V8 MISFIRE

Description: A local Russian "handyman" called me in to diagnose his '99 Chevy Astro Van which is a Beached Whale AGAIN!
It's been running fine for 3 years since we got it back on the road in 2023...but now is a START-STALL.
At first no codes were set, but then one code pops up:
**P1626-Theft Deterrent Fuel Enable Signal Not Received**
Let's see what's wrong with this PassLock Security System, and if any Parts will be required.

BONUS DIAG:
On the same lot, the Astro Owner's Crazy Russian buddy dropped off his 2014 BMW X5 TWIN TURBO because it's "shaking at idle" and another shop already condemned the ENGINE...
Let's see if we can give him a second opinion ;)
